An Act promoting healthy communities and the environment

Many cities and towns across the Commonwealth suffer from disproportionate environmental and health related impacts because they are low-income or otherwise under-resourced. This environmental justice bill confronts the persistent disparities between low- and high-income communities by establishing a process for greater community participation, project mitigation, and limitation of exposure to increased pollution sources in communities that are already disproportionately overburdened with environmental hazards. This legislation also advances the Commonwealth’s health care and smart growth goals through the promotion of environmental quality in all communities.
